This example will show you how to use Citrus to automatically generate correct Bluebook citations to the Code of Federal Regulations (CFR) and the Federal Register.
Begin by starting Microsoft Word 2003 or Word 2007 on a blank document. Then type this opening sentence:
Channel 10 in Birmingham is reserved for noncommercial educational broadcast stations only.
Statements in a legal brief need a citation to a legal authority so enter a legal citation as shown below. Whenever you enter a citation, use the F2 key to mark it. For this example, press F2, then the following citation, then F2 again.
F2 FCC Broadcast Radio Services, 47 CFR 73.606 (2005). F2
When you press F2 a second time to indicate the end of the citation, Citrus will automatically add punctuation and section symbols as required by the Bluebook and then generate this legal citation:
Channel 10 in Birmingham is reserved for noncommercial educational broadcast stations only. FCC Broadcast Radio Services, 47 C.F.R. § 73.606 (2005).
If you enter a legal citation but forget to press F2, you can still have Citrus manage the citation. Simply use your mouse or keyboard to highlight the citation, then press F2. Try entering the following sentence into your document now:
There are many ways for a lender to run afoul of rules about unfair lending practices. F2 FTC Credit Practices Rule 16 cfr § 444 (2008). F2
Citrus will recognize the common error of citing CFR part 444 as CFR § 444 and generate the following correct citation:
There are many ways for a lender to run afoul of rules about unfair lending practices. FTC Credit Practices Rule, 16 C.F.R. pt. 444 (2008).
It is easier to just omit the designator altogether and let Citrus look up the citation and decide whether it is a part or a section. For example, enter the following sentence and legal citation:
A lender may protect itself by providing adequate notice. F2 FTC Credit Practices Rule 16 CFR 444.3(c) (2008). F2
Citrus will recognize the citation to the CFR and automatically generate the following Bluebook legal citation:
A lender may protect itself by providing adequate notice. FTC Credit Practices Rule 16 C.F.R.
§ 444.3(c) (2008).
Legal citations to the Federal Register may cite only to the Federal Register or may also include citations to the CFR. Citrus can handle both forms of legal citation to regulatory sources.
Enter the following sentence and citation, using function key F2 to mark the citation as shown:
APHIS does not have the authority to regulate cosmopolitan organisms. F2 Importation of Fruits and Vegetables, 60 fed reg 50379,50380(sep29,1995) F2.
After you use F2 to mark the citation, Citrus will automatically generate the following Bluebook citation:
APHIS does not have the authority to regulate cosmopolitan organisms. Importation of Fruits and Vegetables, 60 Fed. Reg. 50,379, 50,380 (Sept. 29, 1995).
When material in the Federal Register will be codified in the CFR and you know where it will be codified, you should enter that information also. For example, you could have entered the preceding citation as follows:
APHIS does not have the authority to regulate cosmopolitan organisms. F2 Importation of Fruits and Vegetables, 60 fed reg 50379,50380(sep29,1995) (to be codified at 7 cfr 300).F2.
Citrus will recognize the citations to the Federal Register and to the CFR and generate the following legal citation in Bluebook format:
APHIS does not have the authority to regulate cosmopolitan organisms. Importation of Fruits and Vegetables, 60 Fed. Reg. 50,379, 50,380 (Sept. 29, 1995) (to be codified at 7 C.F.R. pt. 300).
